The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are waged: positive announcements are delivered from multiple capitals. Considerable effort is allocated on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the incoming missile won't cause damage this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.

With pauses, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a reliance that European nations are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, certainly, endure.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
